EL DORADO COUNTY AIR QUALITY MANAGEMENT DISTRICT

RULE 608.1 - DEFINITIONS

  1. Air release or release
    Means any activity that may cause the issuance of air contaminants, including the actual or potential spilling, leaking, pumping, pouring, emitting, emptying, discharging, injecting, escaping, leaching, dumping or disposing of a substance into the ambient air and that results from the routine operation of a facility or that is predictable, including, but not limited to, continuous and intermittent releases and predictable process upsets or leaks.
  2. Criteria Pollutant.
    Criteria pollutant means, for purposes of this regulation, total organic gases, particulate matter, oxides of nitrogen, or oxides of sulfur.
  3. District.
    Is the Air Pollution Control District of El Dorado County.
  4. Facility.
    Means every structure, appurtenance, installation, and improvement on land which is associated with a source of air releases or potential air releases of a hazardous material.
  5. Health risk assessment.
    Means a detailed comprehensive analysis prepared pursuant to Section 44361 to evaluate and predict the dispersion of hazardous substances in the environment and the potential for exposure of human populations and to assess and quantify both the individual and population wide health risks associated with those levels of exposure.
  6. Operator.
    Means the person who owns or operates a facility or part of a facility.
  7. Plan.
    Means the emissions inventory plan which meets the conditions specified in Section 44342.
  8. State costs.
    State costs mean the amount approved annually by the Legislature and the Governor for the California Air Resources Board and the Office of Environmental Health Hazard Assessment to implement and administer the Act.
  9. Total organic gases.
    Total organic gases or TOG means the sum of the reactive and nonreactive organic gases.
