501 TESTING PROCEDURE
101 PURPOSE: To require at least one motor vehicle fuel storage tank to be compatible with methanol fuels when one or more underground motor vehicle fuel storage tank(s) are installed or replaced at a fueling facility.
110 EXEMPTION CAPACITY: The provisions of this rule shall not apply to new motor vehicle fuel storage tanks of capacity less than five thousand (5,000) gallons, except such tanks servicing a fleet.
111 EXEMPTION IMPLEMENTS OF HUSBANDRY: The provisions of this rule shall not apply to motor vehicle fueling facilities located on farmland and used primarily for fueling of implements of husbandry as defined in Division 16, Section 36000 of the California Vehicle Code.
112 EXEMPTION COMPRESSED NATURAL GAS: The provisions of this rule shall not apply to motor vehicle fueling facilities that install compressed natural gas dispensing equipment. Any motor vehicle fueling facility that chooses to install a non methanol compatible vehicle fuel tank due to the installation of compressed natural gas equipment, must replace the non methanol compatible vehicle fuel tank with a methanol compatible vehicle fuel tank if the compressed natural gas dispensing equipment is subsequently removed.
201 FLEET: Any group of 15 or more motor vehicles under common ownership or operation which are used for governmental, public or commercial purposes.
202 METHANOL: An alcohol with chemical formula CH3OH.
203 METHANOL FUEL: A fuel containing at least 85% methanol by volume, used in motor vehicles or internal combustion engines.
204 MOTOR VEHICLE: Any vehicle which is self-propelled and drawn on land.
205 NEW MOTOR VEHICLE FUEL STORAGE TANK: Any manufactured, repaired, refurbished, or used fuel storage tank that contains a fuel intended to be used in motor vehicles or internal combustion engines for which Authority to Construct is applied for in accordance with Rule 201 after September 10, 1991.
206 UNDERGROUND FUEL STORAGE TANK: One or more tanks combined with underground pipes, which is used for the storage of motor vehicle fuel, and which at least 10% of the surface area of the tank is beneath the surface of the ground.
207 UNDERGROUND PIPE: Any tube, conduit, pipeline, or system used in connection with a motor vehicle fuel storage tank, but not intended to transport such fuel in interstate or intrastate commerce.
301 METHANOL COMPATIBLE TANK AND PIPING REQUIRED: A person shall not install, or allow the installation of, one or more new motor vehicle fuel storage tank(s) unless:
301.1 At least one such tank at any single motor vehicle fueling facility, and all associated pipes are capable of safely storing and transporting methanol fuel, and;
301.2 Written certification of motor vehicle fuel storage tank and piping compatibility with methanol fuel has been obtained from the manufacturer prior to tank and piping installation.
501 TESTING PROCEDURE: In addition to test methods specified below, equivalent test methods may be used. Such equivalent test methods must be approved by the Air Pollution Control Officer prior to use. If used to determine compliance, such equivalent test methods must provide the same results as the test method it is intended to replace.
501.1 TANKS: New motor vehicle fuel storage tank(s) shall meet Underwriters Laboratory (UL) Standards 58, 1316, 1746 or 142 as applicable to the tank being tested.
501.2 PIPING: Underground pipes shall meet Underwriters Laboratory (UL) Standards 58, 1316, 1746 or 142 as applicable to the pipe being tested.
