SANTA BARBARA COUNTY AIR POLLUTION CONTROL DISTRICT
RULE 903 - OUTER CONTINENTAL SHELF (OCS) REGULATIONS

A. Applicability
This rule shall apply to an owner or operator of any OCS source located within 25 miles of the seaward boundaries of the State of California, for which the District is the corresponding onshore area (COA), as authorized under Section 328 of the 1990 federal Clean Air Act Amendments (42 U.S.C.§7627) and 40 CFR Part 55, and upon delegation of authority by the Administrator of EPA to the District.
B. Requirements
The provisions of Part 55, Chapter I, Title 40 of the Code of Federal Regulations (40 CFR Part 55), are incorporated herein as part of the Rules and Regulations of the Santa Barbara County Air Pollution Control District. Applicable provisions of 40 CFR Part 55 include those incorporated into the bound CFR volume plus any provisions promulgated by EPA, but not yet incorporated into the bound CFR. OCS sources shall comply with all District Rules and Regulations to the extent that they are incorporated by EPA into 40 CFR Part 55.14.
