RULE 1105 - FLUID CATALYTIC CRACKING UNITS - OXIDES OF SULFUR

(a) Requirements
A person shall not discharge into the atmosphere from any fluid catalytic cracking unit oxides of sulfur in
excess of the following limits:
- Until January 1, 1987, 139 kilograms (286 pounds) per thousand barrels of feed charged to the fluid catalytic
cracking unit, as measured in the exhaust to the atmosphere and calculated as a mass emission rate of sulfur dioxide
(SO2) from the regenerator.
- On and after January 1, 1987, 60 kilograms (132 pounds) per thousand barrels of feed charged to the fluid catalytic
cracking unit, as measured in the exhaust to the atmosphere and calculated as a mass emission rate of sulfur dioxide
(SO2) from the regenerator.
(b) Compliance Schedule
The owner or operator of any existing fluid catalytic cracking unit which requires modifications to comply with
paragraph (a)(2) shall be in compliance by January 1, 1987, and shall comply with the following increments of progress:
- January 1, 1985.
Submit to the Executive Officer for approval an application for permit to construct or a control plan which
describes, at a minimum, the steps that will be taken to achieve compliance with the provisions of this rule.
- March 1, 1985.
Award the contract for an emission control system or issue orders for the purchase of component parts to accomplish
emission control.
- May 1, 1985.
Initiate on-site construction or installation of emission control equipment.
- November 1, 1986.
Complete on-site construction or installation of emission control equipment.
(c) Compliance Determination
- For determination of compliance with the emission limits of section (a): oxides of sulfur shall be expressed
as sulfur dioxide (SO2), and averaged over 60 consecutive minutes, or other longer averaging time specified
by the Executive Officer.
- Calculations of mass emission rate of sulfur oxides from the regenerator. Within thirty days after September
16, 1983, the owner or operator of a fluid catalytic cracking unit shall submit to the Executive Officer for approval
all formulas necessary to calculated the mass emission rates of sulfur oxides form the regenerator per thousand
barrels of feed. All variable parameters included in the formulas and necessary to calculate mass emissions of
sulfur oxides from regenerators shall be measured and recorded at least once per shift and maintained in a manner
specified by the Executive Officer. Daily records of sulfur oxides emission rates per thousand barrels of feed
shall be submitted to the Executive Officer, within 30 days of the end of the month being reported.
