The following rules, which were in effect in the individual counties before the creation of the Southern California Air Pollution Control District, have not as yet been superseded and remain in effect in the specified counties.
LOS ANGELES COUNTY
RULE 53. SULFUR COMPOUNDS - CONCENTRATION
A person shall not discharge into the atmosphere sulfur compounds, which would exist as a liquid or gas at standard conditions, exceeding in concentration at the point of discharge 0.2 percent by volume calculated as sulfur dioxide (SO2).
ORANGE COUNTY
RULE 53. SULFUR COMPOUNDS - CONCENTRATION
A person shall not discharge into the atmosphere sulfur compounds, which would exist as a liquid or gas at standard conditions, exceeding in concentration at the point of discharge, 500 parts per million by volume calculated as sulfur dioxide (SO2).

RIVERSIDE COUNTY
RULE 53. SPECIFIC AIR CONTAMINANTS
(a) Sulfur Compounds. A person shall not discharge into the atmosphere from any single source within the following areas of Riverside County, sulfur compounds in any state or combination thereof, in excess of the following concentrations at the point of discharge:
(b) Fluorine Compounds. Emission shall be controlled to the maximum degree technically feasible in respect to the process or operation causing such emission, but no emission shall be permissible which may cause injury to the property of others.
SAN BERNARDINO COUNTY
RULE 53. SPECIFIC CONTAMINANTS
A person shall not discharge into the atmosphere from any single source of emission whatsoever, any one or more of the following contaminants, in any state or combination thereof, exceeding in concentrations at the point of discharge:
(a) Sulfur Compounds: calculated as sulfur dioxide (SO2); 0.1 percent by volume.
(b) Combustion Contaminants: 0.3 grain per cubic foot of gas calculated to 12 percent of carbon dioxide (CO2) at standard conditions. In measuring the combustion contaminants from incinerators used to dispose of combustible refuse by burning, the carbon dioxide (CO2) produced by combustion of any liquid or gaseous fuels shall be excluded from the calculation to twelve percent of carbon dioxide (CO2).
(c) That amount of fluorine compound which cause injury to the property of others. Any persons emitting fluorine compound in harmful amounts shall control such emission to the maximum degree technically feasible with respect to the process or operations causing such emission.
RULE 53A. SPECIFIC CONTAMINANTS
A person shall not discharge into the atmosphere from any single source of emission whatsoever, any one or more of the following contaminants, in any state or combination thereof, exceeding in concentration:
(a) Sulfur compounds, which would exist as a liquid or gas at standard conditions, calculated as sulfur dioxide (SO2): 500 ppm by volume.
Rule 53(a) is effective January 1, 1975 for all existing operations.
Rule 53A(a) is effective immediately for all new sources and is effective after January 1, 1975 for all sources.
(b) Combustion contaminants, 0.1 grain per cubic foot of gas calculated to 12 percent for carbon dioxide (CO2) at standard condition, except as provided in Rule 58A.
Rule 53(b) is effective until January 1, 1975 for all existing operations. Rule 53A(b) is effective immediately for all new sources and is effective after January 1, 1975 for all sources.
