About the Symposium  

Cal/EPA's next Environmental Cross Media Enforcement Symposium will be held in Napa, CA, from May 26 through May 29, 2009. The course objective is to provide a forum where participants can gain knowledge about advanced enforcement techniques. 

The Symposium focuses both on enforcement subjects involving each program/media (air, water, waste, toxics and pesticides) and possible cross media, cross program impacts (commonly referred to as "cross media"). This interdisciplinary approach recognizes that many environmental issues cannot be fully addressed without the involvement of more than one environmental regulatory entity. 

Participants will learn from top enforcement professionals and learn proven techniques to improve the effectiveness of inspection, investigation, administrative, civil and criminal enforcement practices. Participants will learn how to identify different violations encountered in each media, determine what agencies may need notification after violations are identified, whether violations may be administrative, civil or criminal offenses, and what follow-up enforcement actions need to be taken.

Enforcement tactics used throughout California will be addressed through a combination of:

  • Video presentations

  • Panels

  • Group discussions

  • Lectures

  • Mock legal proceedings

Costs of the Symposium are covered by registration fees, vendor fees, and grants.

Who Should Attend

Cross media coordination between Cal/EPA, Boards, Departments, Offices, local environmental agencies, and the industries we regulate must be a part of the daily routine. Environmental cross media enforcement will be strengthened by this approach. The Symposium is a unique four day event that serves these goals by promoting awareness of the types of activities and conditions that may violate environmental laws, rules, regulations, or permits. The Symposium, through environmental crime awareness and strengthening case development skills, is for:

  • Air pollution control districts

  • Local enforcement authorities

  • Certified Unified Program Agencies (CUPA's)

  • Regional water quality control boards

  • County agricultural commissioners

  • Environmental crimes task force members

  • Emergency response teams

  • Hazardous materials personnel

  • Public and private attorneys

  • US EPA & military environmental enforcement professionals

  • Industry personnel

  • Tribal EPA personnel

The 2009 Symposium will include the latest environmental scenarios. The latest enforcement methods will also be addressed at the Symposium by top officials from Cal/EPA and Cal/EPA’s Air Resources Board, Department of Toxic Substances Control, Integrated Waste Management Board, Water Resources Control Board, and the Department of Pesticide Regulation.  In addition, local environmental enforcement staff and local prosecutors will offer their perspectives on current issues.

Continuing Education Units

Continuing Education Units (CEUs) are available through California State University, Sacramento, Office of Extended Learning. If you are interested in obtaining CEUs for this course, please enclose a separate $60 check (administrative fee) payable to California State University, Sacramento when submitting your Symposium registration form. The Symposium test, a CEU registration form, and the CEU evaluation form must be completed. These forms will be available at the registration table on the first day of the Symposium.

Minimum Continuing Legal Education Credits

Approval of Minimum Continuing Legal Education (MCLE) credits by the State Bar of California in the amount of nine hours is pending.

Solid Waste Association of North America (SWANA)

Up to 15 SWANA certification CEUs are available upon completion. Application forms will be available during registration on the first day, Tuesday, May 26, 2009.

 

Poster Session Contest

Participants are encouraged to submit poster sessions representing enforcement case development. Poster session abstracts must be received by Friday, May 1, 2009.

Registration & Fees

Registration fees will be used to partially defray Symposium expenses and course materials. Payment must be made in advance either by personal or corporate check. Please make registration fees payable to the "Air Resources Board.  The fees are outlined below (hotel accommodations are not included):

  • $375 for environmental regulatory agencies, public prosecutors & law enforcement received by April 25, 2009.

  • $425 for environmental regulatory agencies, public prosecutors & law enforcement received after April 25, 2009.

  • $675 for other governmental & industry representatives received by April 25, 2009.

  • $725 for other governmental & industry representatives received after April 25, 2009.

  • $60 for Continuing Education Units (enclose separate payment payable to "California State University,  Sacramento.").

Cancellations: 

Notice of cancellation must be received by April 25, 2009. Registrants who fail to cancel or who cancel after April 25, 2009, will not receive a refund. Substitutions may be made with no penalty, but prior notice is requested.

Certificates: 

We reserve the right to withhold Certificates of Attendance from those failing to attend a substantial portion of the curriculum or from those who do not complete the exam at the end of the last day of the Symposium, Friday, May 29, 2009.
