Senate Bill 700 - Chapter 479


On September 22, 2003, Governor Davis signed legislation (SB 700) that removed the exemption from permitting agricultural sources from State law.
SB 700 requires the ARB to adopt a definition for a large confined animal facility (large CAF) by July 1, 2005. ARB is currently developing the definition and an emission factor for large CAFs. For information on Confined Animal Facilities, please click here.

In addition, all portable engines used in agricultural operations are now subject to the requirements of SB 700. These engines are currently under the jurisdiction of the local air district's permitting program unless the district's rules are revised to allow portable engines used in agricultural operations to participate in the ARB's Portable Equipment Registration Program.
