B.E.T. on California Business & Environmental Topics Volume 1/No. 2 - August 1994 - Quarterly Newsletter New Business Assistance Helpline Did you know that the ARB now has a Business Assistance Helpline in place? As of June 1, our toll-free helpline has been up and running and can be accessed by businesses in the 916 area code. Our service area will be expanded to statewide by the end of the year. Office hours for the helpline will be Monday through Friday from 9 a.m.-5 p.m. The helpline is set up to provide businesses with a number to call to get answers to their air pollution questions. We have information on where to obtain air permits, federal and state laws, technical assistance, and loan information. If helpline staff is not the most appropriate contact for a caller's question, the caller will be put in contact with the best person. These contacts may be other Air Resources Board employees or they may be local air district personnel. If you need assistance, give us a call. In the 916 area code, call 1-800-ARB-HLP2. Business Assistance Center The primary helpline staff person is Jon Pederson, who is located at our Business Assistance Center. The Center is located at the Air Resources Board in Sacramento, California. The Center is equipped with a computer, fax machine, and extensive library of resource information. The Center serves as the central location for much of the business assistance outreach. More Help for Business With the Compliance Assistance Program Information can help prevent compliance problems that may occur when business persons must interpret air pollution rules written by scientists and engineers. The Air Resources Board's Compliance Assistance Program (CAP) helps businesses by producing and distributing self-help literature that explains air pollution rules in everyday terms. A variety of publications are available. Handbooks and pamphlets are brief, colorful, and easy-to-read with helpful inspection checklists, flow charts, diagrams, and illustrations. The technical manuals are more comprehensive reference documents written for the environmental engineer and local district air pollution inspector. The following publications are available through the CAP: Handbooks - (H), Technical Manuals - (T): Aerospace Coating Industry (H,T), Agricultural Burning (Eng./Span) (H), Aggregate Plants (T), Asbestos Demolition and Renovation (T), Automotive Refinishing (Eng./Span.) (H,T), CAP Informational Pamphlet (H), Cargo Tanks (H,T), Consumer Products (T), Dry Cleaning (T), Electrostatic Precipitators (T), Fuel Specifications (T), Fugitive Dust Control (H), Gasoline Facilities Phase I & II (H,T), Graphic Arts Production (T), Hot Mix Asphalt Facilities (H,T), Incinerators (T), Oil Field Production (H,T), Petroleum Refining (T), Soil Decontamination (H,T), Solvent Cleaners (H,T), Stationary Internal Combustion Engines (H,T), Surface Coating of Metal/Plastic Parts and Products (Eng./Span) (H,T), Vapor Recovery Gasoline Cargo Tanks (H,T), and Visible Emissions (H). Small Business Development Centers (SBDCs) The main role of the SBDCs is to provide comprehensive management and technical assistance services to small business owners and individuals interested in starting a business. These services include business development information and referral services, business consulting and management assistance, and business education and training workshops. Specifically, the types of assistance that they provide include: information on permits and licensing requirements, public and private capital programs, local area economic data, small business reference information, help in developing business plans, financial analysis, personnel practices, market research, and advertising strategies. The ARB's Business Assistance Program is coordinating with the SBDCs to provide a more comprehensive assistance effort for the business community. But this does not have to be a losing proposition; new, advanced control equipment can mean significant savings in daily operating costs. Many businesses are finding that long-term savings can more than offset the initial equipment investments. Besides helping to clean the environment, sometimes it also just makes good business sense! The following are programs that can help you get the loan you need: U.S. Small Business Administration Environmental Loan Guaranty Program This program guarantees loans for the planning, design, and installation of pollution control facilities. The SBA also provides many publications assisting with loan and grant applications and leasing.
