QUICK REFERENCE TIPS
This quick reference focuses on governmental agencies that provide some form of assistance to businesses. Agencies
are listed by the medium they regulate (e.g., air, water, etc.). Call local agencies first. If they cannot
help you, try state and federal agencies. It is expected that this guide will be updated annually. For a printed

CalGOLD
Cal/EPA has created the California Government On-Line to Desktops (CalGOLD) program to provide permit assistance
on the internet in a cost-effective, consumer-driven manner. Cal/EPA is working to further its partnerships with
local and regional agencies in order to further streamline and coordinate multi-agency permitting processes
on the internet.
Cal/EPA Permit Assistance Centers
Cal/EPA's Permit Assistance Centers help businesses to meet California's high environmental standards by providing
them with permit and environmental compliance information from all levels of government.

Business Environmental Resource Center (BERC)
The Business Environmental Resource Center (BERC) is a one-stop, non-regulatory office set up to help business
understand and comply with air quality, hazardous materials / waste, solid waste and water quality regulations
in the Sacramento area. The BERC also serves as a neutral third party to help resolve any problems businesses may
have complying with environmental regulations. All services are free and confidential.
Regional Environmental Business Resource and Assistance Centers (REBRACs)
Each Regional Environmental Business Resource Center (REBRAC) provides each area with services that support efforts
to reduce business costs associated with regulatory compliance requirements, enhance safety and accident prevention
practices, meet OSHA workplace standards and provides information on hazardous materials management.

Certified Unified Program Agencies (CUPAs)
CUPAs are local government entities that perform the hazardous materials and hazardous waste regulatory activities.
CUPAs consolidate, coordinate, and make consistent six existing programs regulating hazardous waste and hazardous
materials management. The 84 CUPAs have replaced the nearly 1,400 agencies that previously performed these activities.

Local Agencies:
Local Air Pollution Control Districts (APCDs) and Air Quality Management Districts (AQMDs) are responsible for
issuing facility permits and enforcing local, state and federal air pollution control laws.
