Request for Proposals - 2011 ARB Direct Loan Program -- Re-Bid

ARB is reposting the Request for Proposals (RFP) for ARB’s Direct Loan Program.  The primary objective of this RFP is to select a Contractor, a financial institution as defined in the RFP, to assist ARB in implementing a low-interest financing program for small trucking fleets.  Financial institutions that have expertise pertaining to the evaluation of financial and credit information, as well as the processing and servicing of loans, are invited to submit a proposal.  The main components of the ARB Direct Loan program that Contractor will be responsible for include: static pool loss methodology, outreach activities, loan application evaluation, loan documents preparation and signing, and loan default management.

Beginning in mid-2011, the ARB will implement a Direct Loan program with up to $12 million for the purpose of providing affordable financing to small fleet owners/operators to purchase cleaner trucks (2010 model year or newer heavy-duty trucks), retrofits, or SmartWay equipment prior to any applicable compliance deadlines.

Financial institutions interested in submitting a proposal in response to this RFP need to be aware of the deadlines for proposal submittal and other important dates as shown below, as well as the minimum qualification requirements for potential proposers as stated in the RFP.

  • June 2nd, 2011        RFP release
  • June 7th, 2011         Deadline to submit written questions
  • June 16th, 2011       Deadline to submit proposal
  • June 20th, 2011       Intent to Award posted
