2009 Air Quality Loan Program

| The 2008-09 FY State budget contains approximately $42
million to fund a heavy-duty vehicle air quality loan (AQL) program to
assist on-road heavy-duty vehicle fleets affected by two regulations,
which were adopted by the Air Resources Board (ARB) in December
2008. These two regulations are the Statewide In-Use Truck
and Bus Regulation and the Heavy-Duty Vehicle Greenhouse Gas Emission
Reduction Regulation. To implement the air quality loan program as mandated by the authorized statutes, staff is developing two distinct but complementary loan programs. The first component is a loan guarantee program developed in partnership with the California Pollution Control Financing Authority (CPCFA) within the State Treasurer’s Office to tailor a program to meet the specific needs of the heavy-duty vehicle sector. This Request for Proposals (RFP) is the second component of the loan program and is seeking proposals to develop and implement an alternative air quality financing model. The ARB has earmarked up to $10,000,000 from the AQL program funds for this solicitation. One of the main objectives of this RFP is to expand the overall scope of financing programs to reach more potential fleet owners that could utilize financial assistance to upgrade their fleets to comply with the requirements of the regulations mentioned above. Another objective of this RFP is to seek an innovative loan financing model, or models, that is distinct from the loan guarantee model that is currently administered by the CPCFA. Successful implementation of an alternative air quality financing model, or models, as a result of this RFP will expand both the available financing mechanisms and the pool of potential eligible borrowers that could be assisted with State funds. |
