The State Air Resources Board is the state agency charged with coordinating efforts to attain and maintain ambient air quality standards, to conduct research into the causes of and solution to air pollution, and to systematically attack the serious problem caused by motor vehicles, which is the major source of air pollution in many areas of the state.

In the light of practical considerations, as well as the purposes and provisions of the Mulford-Carrell Air Resources Act (former H & SC §§ 39000 et seq.), the Legislature intended to accord the power to regulate the lead content of gasoline to the statewide Air Resources Board, rather than to air pollution control districts established under former H & SC §§ 24198 et seq.
