98-1-1 Public Hearing to Consider Amendments to the California Clean Air Act Nonvehicular Source Fee Regulations

The Board will consider adoption of a regulation that requires the air pollution control and air quality management districts to continue to assess permit fees on large, nonvehicular sources of air pollution to help defray the costs to the Air Resources Board (ARB) of continued implementation of mandates of the California Clean Air Act. Assembly Bill 1583 (1997) extended the Board's authority to assess these fees through fiscal year 1998-99.

98-1-2 Public Meeting to Consider Funding Criteria for the Rice Straw Demonstration Project Fund

The Board will consider proposed language for an invitation for grant requests and proposed criteria for evaluating requests for purposes of awarding grants of approximately $2 million each in both this and next fiscal years.

98-1-3 Public Meeting to Consider the Approval of the South Coast Air Quality Management District's 1997 Air Quality Management Plan as a Triennial Plan Update under the California Clean Air Act

The Board will consider approval of the South Coast AQMD's 1997 Air Quality Management Plan as a Triennial Plan Update under the California Clean Air Act.

98-1-4 Public Meeting to Consider Research Proposals:

Proposal Number 2335-201 entitled "Refinement of Selected Fuel-Cycle Emissions Analyses," submitted by California State Polytechnic University, Pomona, for a total amount not to exceed $148,961.

Proposal Number 2340-201 entitled "Historical-Scale Biochemical Markers of Oxidant Injury and Exposure in Pines," submitted by the University of California, Davis, for a total amount not to exceed $145,075.

Proposal Number 2341-201 entitled "Improvement and Evaluation of the Mesoscale Meteorological Model MM5 for Air Quality Applications in Southern California and the San Joaquin Valley," submitted by San Jose State University and Pennsylvania State University, for a total amount not to exceed $300,000.

Proposal Number 2337-201 entitled "The Formation of Gaseous Nitrous Acid (Hono): A Key Determination of Tropospheric Ozone and Fine Particles," submitted by the University of California, Irvine, for a total amount not to exceed $298,271.

Proposal Number 2337-201 entitled "Atmospheric Chemistry of Selected Linear, Branched, and Cyclic C10 Alkane Components of Mineral Spirits," submitted by the University of California, Riverside, for a total amount not to exceed $83,743.

Proposal Number 2339-201 entitled "Emissions Testing of Low-Emitting Utility Engines," submitted by the University of California at Riverside, College of Engineering, Center for Environmental Research and Technology, for a total amount not to exceed $49,994.

Proposal Number 2337-201 entitled "Development and Application of Improved Methods for Measurement of Ozone Formation Potentials of Volatile Organic Compounds," submitted by the University of California, Riverside, for a total amount not to exceed $299,720.


Open Session to Provide an Opportunity for Members of the Public to Address the Board on Subject Matters Within the Jurisdiction of the Board

Although no formal Board action may be taken, the Board is allowing an opportunity to interested members of the public to address the Board on items of interest that are within the Board’s jurisdiction, but that do not specifically appear on the agenda. Each person will be allowed a maximum of five minutes to ensure that everyone has a chance to speak.
