02-8-1 Public Meeting to Provide the Board with the Status on the Fresno Asthmatic Children's Environment Study (FACES) (Other Information)

Staff will provide an update on progress of the Research Division's Vulnerable Populations Research Program's first research study funded under the FACES program.
   
02-8-2 Public Hearing to Consider Proposed Modifications to the Public Transit Fleet Rule and Interim Certification Procedures for Hybrid-Electric Urban Transit Buses

Staff will propose amendments to the Public Transit Bus Fleet Rule and address the Board's direction that staff consider another approach for requiring PM retrofits. Other amendments will include a one time allowance for transit agencies to change from the diesel fuel path to the alternative path; an alternative fuel bus purchase provision for transit agencies on the diesel path; provisions to allow for transit agency request for implementation delay due to financial hardship; modifications to definitions; and a new interim certification procedure for hybrid-electric urban buses.
   
02-8-3 Public Meeting to Review the Status of the Off-Road Emissions Control Programs for Spark-Ignition and Compression-Ignition Engines

Staff will present the Board with an assessment of the current status of its off-road emissions programs, including compliance efforts by industry, and the prospects for improvement in the near and long term. The assessment will also include the small off-road engine, large spark-ignition, recreational marine engine, and compression-ignition engine categories.
   
02-8-4 Public Meeting to Review Air Quality Legislation for 2002

Staff will present a review of air quality legislation considered during the 2002 legislative session, including legislation that was enacted and will take effect January 1, 2003.
   

OPEN SESSION TO PROVIDE AN OPPORTUNITY FOR MEMBERS OF THE PUBLIC TO ADDRESS THE BOARD ON SUBJECT MATTERS WITHIN THE JURISDICTION OF THE BOARD

Although no formal Board action may be taken, the Board is allowing an opportunity to interested members of the public to address the Board on items of interest that are within the Board's jurisdiction, but that do not specifically appear on the agenda. Each person will be allowed a maximum of five minutes to ensure that everyone has a chance to speak.

THOSE ITEMS ABOVE WHICH ARE NOT COMPLETED ON OCTOBER 24, WILL BE HEARD BEGINNING AT 8:30 A.M ON OCTOBER 25.

THE AGENDA ITEMS LISTED ABOVE MAY BE CONSIDERED IN A DIFFERENT ORDER AT THE BOARD MEETING.
