02-9-1 Public Meeting to Consider a Health Update

Staff will discuss a recent paper that links particulate air pollution to changes in the functioning of the heart and provides links to the short-term effects seen in epidemiological studies. Both fine (PM2.5) and ultrafine (<0.1 micron) particles are associated with the changes while coarse particles were not.

02-9-2 Public Hearing to Adopt the Airborne Toxic Control Measure to Limit School Bus Idling and Idling at Schools

Staff is proposing adoption of an airborne toxic control measure that would require that a driver of a school transportation bus or other heavy duty vehicle manually turn off the bus or vehicle engine upon arriving at a school and restart it no more that 30 seconds before departure. At other locations, a school transportation bus or vehicle would be prohibited from idling more than five minutes. A five minute idling limit would be allowed for transit buses or other heavy-duty vehicles within 100 feet of a school, but no other restrictions beyond 100 feet of a school. Certain exemptions and recording keeping requirements would apply.

02-9-3 Public Hearing to Consider Amendments to the California Phase 3 Reformulated Gasoline Regulations and California Reformulated Gasoline Update

Staff will present an update on progress towards implementation of the California Phase 3 Reformulated Gasoline (CaRFG3) regulations and present amendments to the CaRFG3 regulations that would clarify the prohibitions regarding MTBE and other prohibited oxygenates, revise the provisions for allowable residual levels of MTBE and specified other oxygenates in CaRFG, and make other changes to improve enforceability or the regulations.

02-9-4 Public Hearing to Adopt the Incorporation of Federal Exhaust Emission Standards for 2008 and Later Model-Year Heavy-Duty Gasoline Engines and the Adoption of Minor Amendments to the Low-Emission Vehicle Regulations

Staff is proposing adoption of standards that will align California's heavy-duty Otto-cycle engine exhaust emission standards with the more stringent federal standards that were recently promulgated by U.S. EPA.

02-9-5 Public Meeting to Consider a Research Proposal

Staff will present a proposal to fund the second phase of the Fresno Asthmatic Children's Study (FACES). The FACES study is designed to look at the acute and chronic health effects of air pollution on children with asthma living in the Fresno and Clovis areas of the San Joaquin Valley.
   
02-9-6 Public Hearing to Consider the Enhanced Vapor Recovery Technology Review and Proposed Amendment of Vapor Recovery System Certification and Test Procedures for Gasoline Marketing Operations at Service Stations

Staff will present the results of the Enhanced Vapor Recovery Technology Review, and propose amendments to the certification and test procedure regulations for vapor recovery systems installed at gasoline service stations.

02-9-7 Public Hearing to Consider Amendments to Administrative Hearings Procedures in 60065 and 60075 of Title 17 of the California Code of Regulations

Staff is proposing modifications to these administrative hearing procedures to comply with the relevant provisions of Senate Bill 527 (SB 527). SB 527 authorizes ARB to pursue penalties of less significant violations through an administrative hearing process as an alternative to pursuing civil penalties through the court system.

Although no formal Board action may be taken, the Board is allowing an opportunity to interested members of the public to address the Board on items of interest that are within the Board's jurisdiction, but that do not specifically appear on the agenda. Each person will be allowed a maximum of five minutes to ensure that everyone has a chance to speak.
