01-3-1 Public Meeting to Consider the Carl Moyer Program Status Report

Staff will give an update on the status of the Carl Moyer Program as required by Section 44295 of the Health and Safety Code. This report will cover progress in implementing the program for the 1998-1999, 1999-2000 and 2000-01 fiscal years, including projects implemented, emission reductions achieved, and program cost-effectiveness. The report will also include a discussion of the California Energy Commission's implementation of the infrastructure demonstration and technology development elements of the Carl Moyer Program.
   
01-3-2 Public Meeting to Consider an Informational Update on Current Activities, Issues, and Recommendations on Indoor Air Quality

Staff will update the Board on current activities to address indoor air pollution and discuss additional actions under consideration.
   
01-3-3 Public Hearing to Consider Amendments to the Assessment of the Impacts of Transported Pollutants on Ozone Concentrations in California

Staff will be providing an update to and a summary of the last 10 years of assessments which have been required by the California Clean Air Act. This assessment includes the impacts of pollutant transport from upwind areas on download concentrations.

Proposal No. 2475-218, titled "The Impacts of the Air Pollution Control Industry on the California Economy," submitted by Environmental Business International for an amount not to exceed $116,271.

Proposal No. 2479-218, titled "Collection of Microscale Emissions Activity Data in the South Coast Air Basin," submitted by Sonoma Technology, Inc. for an amount not to exceed $106,885.

Proposal No. 2483-219, titled "Collection and Analysis of Weekend/Weekday Activity Data in South Coast Air Basin," submitted by Sonoma Technology, Inc. for an amount not to exceed $389,768.

Proposal No. 2488-219, titled "Analysis of Vacuumed Dust Samples from California Classrooms," submitted by Research Triangle Institute for an amount not to exceed $121,999.

Proposal No. 2481-218, titled "Characterizing the Range of Children's Pollutant Exposures During School Bus Commutes," submitted by the University of California, Riverside for an amount not to exceed $449,503.

Proposal No. 2491-219, titled "Determination of the Contributions of Light-duty and Heavy-duty Vehicle Emissions to Ambient Particles in California," submitted by the University of California, Riverside for an amount not to exceed $350,000.

Proposal No. 2485-219, titled "Evaluation of Atmospheric Impacts of Selected Coatings Volatile Organic Compound Emissions," submitted by the University of California, Riverside for an amount not to exceed $59,984.

Proposal No. 2489-219, titled "On-Vehicle Emissions Testing System," submitted by Analytical Engineering, Inc. for an amount not to exceed $100,004.

Proposal No. 2487-219, titled "Determination of Elemental Carbon and Organic Carbon Concentrations During the Southern California Children's Health Study, 1999-2001," submitted by the California Institute of Technology for an amount not to exceed $55,912.

OPEN SESSION TO PROVIDE AN OPPORTUNITY FOR MEMBERS OF THE PUBLIC TO ADDRESS THE BOARD ON SUBJECT MATTERS WITHIN THE JURISDICTION OF THE BOARD

Although no formal Board action may be taken, the Board is allowing an opportunity to interested members of the public to address the Board on items of interest that are within the Board's jurisdiction, but that do not specifically appear on the agenda. Each person will be allowed a maximum of five minutes to ensure that everyone has a chance to speak.

THOSE ITEMS ABOVE WHICH ARE NOT COMPLETED ON APRIL 26 WILL BE HEARD BEGINNING AT 8:30 A.M. ON APRIL 27.

THE AGENDA ITEMS LISTED ABOVE MAY BE CONSIDERED IN A DIFFERENT ORDER AT THE BOARD MEETING.
