Public Hearing to Consider Adoption of Amendments to the Certification Procedures for All On-Road Motor Vehicle Retrofits, and to Consider Adoption of Optional Retrofit Emission Standards for Heavy-Duty Engines and Vehicles

SUMMARY OF AGENDA ITEM:

The staff proposed the adoption of optional emission standards for heavy-duty vehicle retrofits, and proposed changes to streamline the retrofit certification procedures.

Adoption of the proposed optional standards allows heavy-duty vehicle retrofits to generate mobile source emission reduction credits. The optional standards are identical to those approved by the Board in November 1993, as part of the Mobile Source Credit Guidelines.

There were three main changes proposed to streamline certification: an alternate durability test plan, which allows manufacturers to complete system durability testing within two years of certification; extending the phase-in of the 1994 and later certification procedures by one year; and allowing installers limited use of an alternative inspection schedule for high volume (fleet) conversions. The in-use testing and recall provisions in the procedures will continue to ensure the protection of air quality.

Changes to the staff's proposal as released in the staff report include allowing alternate durability testing for retrofits of all vehicle classes, explicitly requiring deterioration factors to be validated within two years of certification, and updating the procedures to reflect a provision related to on-board diagnostic monitoring that was previously adopted by the Board.

The proposed changes would decrease the cost and the time it takes to complete certification and should make a wider range of retrofit kits available. Other minor changes will make titles and schedules consistent with the proposed standards and procedures.

95-8-2 Public Meeting to Consider An Update on California's Air Toxics Program

SUMMARY OF AGENDA ITEM:

The staff presented an overview and update on the California air toxics program, which included a comprehensive review of the program elements, accomplishments, and ongoing activities. Public participation and outreach efforts were highlighted as a key to the program's success. Also discussed was the work underway to integrate the federal and State air toxics programs to avoid duplication of requirements for California industry. The program has proven to be dynamic and responsive to the needs in California, and will remain focused on those substances and sources presenting the greatest potential health risk to Californians.
