Compliance Assistance Program

The Compliance Assistance Program (CAP) publishes and distributes written and electronic materials to educate regulated businesses, enforcement agencies, and the public about compliance with air quality regulations. The CAP is based on the principle that awareness and understanding are the keys to compliance. CAP publications are available in a variety of formats:Pamphlets outline the essentials about complying with a particular regulation. Designed primarily for owners and operators, these 1 to 2 page pamphlets are filled with basic flow charts, simple checklists and informative diagrams and graphics.
Handbooks and Job Aids explain basic rule requirements, identify key compliance points, and provide self-inspection checklists in a colorful, easy-to-read format. District inspectors often hand these out during inspections. By using CAP handbooks as a guide for key inspection points, regulated businesses are more likely to stay in compliance and avoid costly violations.
Technical Manuals on CD (Interactive and pdf formats) are comprehensive references with detailed information on legal requirements, technical process descriptions, air pollution control equipment, and detailed compliance inspection procedures.
ARB also periodically publishes Compliance Advisories that provide up-to-date information about compliance policies affecting specific regulated entities.
