Guidance For Use of the Mandatory Reporting Tool for the Purposes of the AB 32 Cost of Implementation Fee Regulation

Purpose
This guidance has been developed to assist both new and existing
entities and facilities with the new reporting requirements for
purposes of the Regulation. This guidance will not assist in
determining whether or not you are subject to the Regulation. For
further details on the specifics of the Regulation, please see our
website at http://www.arb.ca.gov/cc/adminfee/adminfee.htm or contact
ARB.
For the purposes of the guidance, the regulatory sectors are organized into five categories:
- Natural Gas;
- Transportation Fuel Providers;
- Cement Manufacturers;
- First Deliverers of Electricity; and
- Facilities that Combust or Consume Coal, Petroleum Coke, Catalyst Coke, or Refinery Gas.
Within these basic categories, you will find the sectors that are
described in the Regulation. This will allow you to access and/or print
only those sections of the guidance that apply to you. It is
recommended that you review the Guidance Overview as it contains
information that explains use of the guidance. Additionally, the
section titled All Reporters contains information on how to report data
that is required regardless of your specific sector.
New reporters, or those reporting as a new reporting category (e.g.
Public Utility Gas Corporation, Facilities that Combust Catalyst Coke,
etc.) will need to establish a new account with ARB. To establish a new
account, contact: ghgreport@arb.ca.gov. Please provide your contact
information, including the name of the entity, and the Regulation
category (ies) for which you will be reporting. Additionally, if you
are reporting as a Transportation Fuel Producer and wish to report as
an entity, please mention this in your request. If you need assistance
