Distribution of Allowance Allocation 

Electrical Distribution Utilities

The Cap-and-Trade Regulation specifies that publicly owned utilities (POU) and electrical cooperatives (co-op) participating in the Cap-and-Trade Program have until September 1 or the first business day thereafter each year to inform ARB how to distribute the allowances which ARB will allocate to them on October 24 from the following allowance budget year.  For example, by September 2, 2014, POUs and co-ops must let ARB know how to distribute allowances from the 2015 budget year.  These allowances may be distributed into a POU's or co-op's compliance account, limited use holding account, or the compliance account of an electrical generating facility operated by a POU, a co-op, or a joint powers agency (JPA) in which the POU or co-op is a member and with which it has a power purchase agreement.  The purpose of the Publicly Owned Utility or Electricity Cooperative Allocation Distribution Form is to specify the number of allowances that ARB should place into these accounts.  This form is provided for clarity and convenience and does not supersede any law or regulation.

The Publicly Owned Utility or Electrical Cooperative Allowance Recipient Confirmation Form may be used to verify the amount of allowances that a recipient generator plans to receive from a POU or co-op.  All data provided on this form must match the data in the corresponding "Publicly Owned Utility or Electrical Cooperative Allocation Distribution Form" submitted by the POU or co-op disbursing its allowances to the recipient entity.  This form is provided for clarity and convenience and does not supersede any law or regulation.

The information in these forms should be received both electronically and by U.S. mail each year no later than 5:00 p.m. on September 1 or the first business day thereafter.  Please send Excel spreadsheets with the required information to William Knox at wknox@arb.ca.gov.  Please mail the signed copies of this information to the following address:

Natural Gas Suppliers

The Cap-and-Trade Regulation specifies that natural gas suppliers participating in the Cap-and-Trade Program have until September 1 or the first business day thereafter each year to inform ARB how the natural gas supplier wants to distribute the allowances which ARB will allocate to them on October 24 from the following allowance budget year.  For example, by September 2, 2014, natural gas suppliers must let ARB know how to distribute allowances from the 2015 budget year.  These allowances will be distributed into the supplier's limited use holding accounts and compliance accounts.  The purpose of the Natural Gas Supplier Allocation Distribution Form is to specify the percent of allowances that ARB should place into these accounts.  This form is provided for clarity and convenience and does not supercede any law or regulation.
