Electrical Distribution Utility Use of Allowance Value

The Cap-and-Trade Regulation specifies that each electrical distribution utility (EDU) that receives allowance allocation pursuant to section 95892 of the Cap-and-Trade Regulation has until June 30, 2014 and each calendar year thereafter to submit a report to the Executive Officer describing the disposition of any auction proceeds and allowance value received in the prior calendar year.  The Electrical Distribution Utility Use of Allowance Value Form may be used to fulfill that requirement for use of vintage year 2013 allowances.

Under this reporting requirement, each EDU must describe how its use of auction proceeds and/or allowance value meets the requirements of section 95892 of the Cap-and-Trade Regulation and the requirements of the California Health and Safety Code sections 38500 et seq., known as AB 32.These requirements focus on reducing greenhouse gas emissions and benefiting ratepayers.  An EDU's use of auction proceeds and/or allowance value must achieve both of these goals.

The information contained in this form must be received by the Air Resources Board no later than 5:00 p.m. on June 30, 2014.  If an EDU elects to use the provided form, an electronic copy of the spreadsheet should be e-mailed to Eileen Hlavka at ehlavka@arb.ca.gov.  Please mail the signed paper copy to the following address:
