Los Angeles skyline California Environmental Quality Act and Greenhouse Gases



Background:

California law (Senate Bill 97, Chapter 185, 2007) states that greenhouse gas emissions and the effects of greenhouse gas emissions are subject to the California Environmental Quality Act (CEQA).  Pursuant to SB 97, the Governor’s Office of Planning and Research (OPR) is in the process of developing guidelines for the mitigation of greenhouse gas emissions or the effects of greenhouse gas emissions.  These guidelines are intended to help lead agencies meet their CEQA obligations.  As part of this process, OPR has asked ARB technical staff to recommend statewide interim thresholds of significance for greenhouse gases.
