Mandatory Greenhouse Gas Reporting - Guidance

Overview

These guidance documents are provided solely for informational purposes to assist reporters in meeting the requirements of the Regulation for the Mandatory Reporting of Greenhouse Gas Emissions, effective January 1, 2012. Applicability to the Regulation, Due Dates, Reporting Tiers

  • Rule Applicability: Determine if your facility or entity is subject to reporting under the GHG reporting rule.
  • Applicability Quick Reference: Diagram and Table
  • Reporting Dates and Applicability: Submittal dates for regular and abbreviated reports, stationary combustion only applicability, what to do if below 10,000 tons CO2e, reporting 2011 versus 2012 data.
  • Cessation of Reporting: What to do if emissions drop below the reporting threshold, there is a permanent facility shutdown, or there are no electricity imports or exports (for electric power entities).
  • Fuel versus Emissions Table - To assist with applicability determinations, this table provides the approximate quantities of fuel that need to be burned to produce either 10,000 or 25,000 metric tons of CO2 emissions. Values provided are only approximations and the full requirements of section 95101 of the regulation must be evaluated to make a definitive applicability analysis.
  • Fuel Supplier Applicability Calculator - By entering fuels supplied, this spreadsheet provides an estimate of the CO2 emissions produced from the complete oxidation of the fuels, which can assist in determining if GHG reporting is required under the regulation.
  • Minimum Allowable Tiers (Methods) Under Section 95115  - This table and flow chart describe which emission estimation tiers may be used for estimating emissions from stationary fuel combustion sources under the ARB regulation. The ARB requirements for tier selection in section 95115 differ from the U.S. EPA requirements in Subpart C.

Emissions Data Metering and Calibration for 2011 Data Versus Subsequent Data

  • Meter Calibration and Accuracy: The requirements for meter calibration and measurement accuracy are different for the initial year of reporting (2011 data reported in 2012) versus subsequent reporting. The meter calibration and accuracy guidance describes these differences and the associated reporting requirements.
