The Land Use Subgroup of the Climate Action Team (LUSCAT) is one of eleven multiagency subgroups formed to provide recommendations to the ARB for consideration as the board develops a plan to reduce GHG emissions in California.  The LUSCAT is tasked with coordinating climate change mitigation and adaptation efforts in cross-cutting areas that are crucial to meeting the state’s greenhouse gas (GHG) emissions reduction goals related to local government and land use activities. The ARB Scoping Plan will lay out state policies and actions to meet the GHG reductions targets in AB 32, the Global Warming Solutions Act of 2006.
