Scoping Plan Development
Background:

California's Oil and Gas/Refining sector contributes to statewide greenhouse gas emissions and has the potential to play an important role in helping California reduce greenhouse gas emissions. ARB staff is convening an Oil and Gas/Refining Stakeholder Working Group to provide input on potential greenhouse gas emissions reduction strategies for the Oil and Gas / Refining sector.

The California Global Warming Solutions Act of 2006 (AB 32) requires the Air Resources Board (ARB) to publish a list of early action greenhouse gas emission reduction measures.  The ARB is working on three separate initiatives linked below:
