AB 32 Scoping Plan Program Design Stakeholder Process 

The California Air Resources Board (ARB) is starting to develop the Scoping Plan mandated by the Global Warming Solutions Act of 2006 (AB 32).  Development of the Scoping Plan will include an analysis of potential emission reductions across all sectors. ARB is developing policy scenarios to describe a range of possible approaches to implementing AB 32, such as use of a carbon fee, use of a cap and trade program, or reliance on direct regulations on emission sources or industrial sectors.  To facilitate stakeholder input into the development of policy scenarios (which then form the basis of the economic analysis), technical stakeholder work group meetings are held monthly and available information is posted to this webpage. This stakeholder group will be an ongoing process through 2008, and announcements are emailed to the Climate Change Listserv.
