Dear Sir/Madam:

In a May 5, 1999, letter, I notified you of a public workshop to be held on June 3, 1999, to discuss draft proposed changes to the Air Resources Board's (ARB) Suggested Control Measure for Architectural Coatings (SCM). The SCM is the model rule upon which many California air pollution control districts' rules have been based. The ARB and district staffs have been working together to propose revisions to the SCM that could result in additional emission reductions. We have also been collaborating to harmonize the SCM's provisions as much as possible with those of the National Volatile Organic Compound Emission Standards for Architectural Coatings, published by the United States Environmental Protection Agency on September 11, 1998.

A copy of the draft proposed SCM is enclosed for your consideration. Changes from the 1989 SCM are indicated by strikeout and underlined text. As mentioned in my earlier letter, the primary purpose of the workshop is to receive public comments on the draft volatile organic compound (VOC) limits for several architectural coating categories proposed for revision, as well as changes to the SCM's definitions. The VOC limits on page 15 are draft and are presented for discussion purposes only. We are soliciting your input on these limits.

As you may know, the South Coast Air Quality Management District (SCAQMD) amended Rule 1113 (Architectural Coatings) on May 14, 1999. In order to release this draft proposed SCM as quickly as possible, our proposal does not reflect all of the most recent Rule 1113 amendments adopted by the SCAQMD Board. We are, of course, willing to consider comments that would suggest more closely aligning the proposed SCM categories and VOC limits with those now in Rule 1113.
