| Dear Sir or Madam: On October 17, 2000, Air Resources Board (ARB) staff will be conducting a public workshop on possible amendments to the Alternative Control Plan (ACP) regulation (Title 17, California Code of Regulations, Sections 94540-94555). The ACP regulation provides an alternative market-based method to comply with the volatile organic compound (VOC) standards for consumer products and aerosol coating products. The ACP regulation is an emissions averaging program or "bubble" which ensures that the total VOC emissions from products selected by participating manufacturers do not exceed the emission level that would occur if the products were reformulated to meet the limits in the consumer products regulation. The ACP regulation provides a high degree of flexibility while preserving the emission reductions achieved with the existing consumer products regulation. At the workshop, we will be presenting potential concepts for changes to the ACP regulation. The staff considers the workshop scoping in nature and welcomes additional suggestions for possible changes. We are also requesting your assistance in completing the enclosed voluntary survey to help improve the ACP regulation. If you wish to receive additional information on the ACP regulation or be added to a mailing list, please complete the first part of the survey. The second part of the survey seeks additional input on the shortcomings and benefits of the current ACP regulation and potential concepts for modifying the ACP regulation. We would appreciate receiving completed surveys prior to October 6, 2000, so that we can use the results as a catalyst for further discussion at the workshop.
