On April 5, Air Resources Board (ARB) staff will be conducting a public workshop on possible amendments to the Alternative Control Plan (ACP) regulation (Title 17, California Code of Regulations, Sections 94540-94555). The ACP regulation provides an alternative market-based method to comply with the volatile organic compound (VOC) standards for consumer products and aerosol coating products. The ACP regulation is an emissions averaging program or "bubble" which ensures that the total VOC emissions from products selected by participating manufacturers do not exceed the emission level that would occur if the products were reformulated to meet the limits in the consumer products regulation. The ACP regulation provides a high degree of flexibility while preserving the emission reductions achieved with the existing consumer products regulation.
At the workshop, we will be presenting draft regulatory language to amend the ACP regulation. We intend to have the draft amendments to the ACP regulation available at www.arb.ca.gov/consprod/regact/acp2000/acp2000.htm two weeks before the workshop. If you would like to receive a copy of the draft amendments by mail, please contact Stella Ling-Taylor prior to March 22, 2001. During the workshop, we will discuss the amendments, obtain comments and feedback on the language and solicit additional suggestions. Teleconferencing will be available for the workshop.
