We invite you to join us on November 18 and 19, 1997, in
Sacramento, California for six consumer products meetings.
Please see Enclosure 1 for the agenda for the meetings and
workshop.
Consumer Products Working Group Meeting
The meetings will begin on November 18 with the sixth
semi-annual meeting of the Consumer Products Working Group.
Staff of the Air Resources Board (ARB) and the Department of
Pesticide Regulation will present progress reports on
consumer products related activities.
Additional Categories Assessment
On the afternoon of November 18, ARB staff will discuss the
evaluation of additional consumer product categories. When
studying consumer product categories for inclusion in the
Mid-term Measures, it was determined there were additional
product categories which had emission reduction potential,
but that would require additional time and research in order
to propose standards. These categories include health benefit
products such as medicated astringents that have legal
requirements involving the Department of Health Services that
must be met before they can be regulated. The group also
includes soap products for which studies are being conducted
to determine if a portion of the volatile organic compounds
discharge to the sewer system and are biodegradable, and
100 percent solvent products such as paint thinner that could
be addressed with a reactivity based standard. This
presentation consists of an overview of our approach for these
product categories. Also, enclosed for your review are draft
data summaries for these additional product categories. Please
see Enclosure 2 for the draft data summaries.
Aerosol Coatings Meeting
Following the discussion of additional consumer product
categories, we will discuss progress and activities related
to the implementation of the aerosol coatings regulation.
First, we will discuss the aerosol coatings survey which
requests information on product sales, product formulations,
and reports on research and development efforts. Second, we
will discuss the activities and progress on our research
project to develop species profiles for aerosol coatings.
Third, we will discuss future schedules as well as future
activities.
Antiperspirants and Deodorants Workshop
At the June 26, 1997, Board hearing, we provided an update
on antiperspirant and deodorant manufacturers' progress in
meeting the January 1, 1999, standards. While manufacturers
are making good progress, we committed to also develop possible
alternatives to the current standards as a means to provide
flexibility. At the workshop on November 19, staff will be
discussing possible expansion of the Alternative Control Plan
to include antiperspirants and deodorants, and reactivity-based
approaches. A public workshop notice is included with this
letter as Enclosure 3.
Low Vapor Pressure-Volatile Organic Compounds Meeting
Following the workshop, we will discuss the activities
related to low vapor pressure volatile organic compounds
(LVP VOC) in consumer products. These activities will include
the formation of the LVP VOC working group.
Auto Wax and Polish Working Group
The second meeting of the Automotive Wax and Polish Working
Group (working group) will be held on the afternoon of
November 19. The working group will discuss the characteristics
of a "premium" wax or polish product, and methods of refining
the cost analysis performed for these products during the
Mid-term Measures.
