This is to invite you to meet with us for seven consumer products meetings which will be held on May 5 and 6, 1998, in Sacramento, California. Please see Enclosure 1 for the agenda for the meetings.
Consumer Products Working Group Meeting
On Tuesday, May 5, we will begin with the seventh semi-annual Consumer Products Working Group (CPWG) meeting. Staff of the Air Resources Board (ARB) and the Department of Pesticide Regulation will present updates on the status of the State Implementation Plan and consumer products related activities.
Public Workshop on a Voluntary Reactivity Regulation
On the afternoon of May 5, we will conduct a public workshop to discuss development of a voluntary reactivity program for consumer products. The topics to be discussed include: 1) draft regulatory language, 2) a methodology for accounting for the certainty of maximum incremental reactivity (MIR) values, and 3) the process for using MIR values to calculate reactivity limits. The workshop notice will be sent under separate cover.
Auto Wax and Polish Working Group
Following the reactivity workshop, the fourth meeting of the Auto Wax and Polish Working Group will be held. At the meeting, we will discuss the results of our industry phone survey on the key performance characteristics of "premium" auto waxes and polishes, and the appropriate test methods for measuring those characteristics.
Low Vapor Pressure-Volatile Organic Compound (LVP-VOC) Survey and Test Methods
On Wednesday, May 6, we will hold the first meeting of the LVP-VOC Working Group. The LVP-VOC Working Group will assist the ARB in its examination of the long-term environmental fate of LVP-VOCs. Also at this meeting, we will discuss upcoming activities related to LVP-VOCs, and the LVP-VOC test method development.
Hairspray Variance Guidelines
Following the LVP-VOC Working Group meeting, we will conduct a meeting to discuss the latest changes to the draft "Guidelines for Variance Provisions for Hairsprays." The changes will be the result of a teleconference meeting to be conducted on April 23, 1998.
Industrial/Institutional Definition
In response to industry's request to clearly define industrial products that are exempt from the consumer products regulation, we will discuss our preliminary ideas for revising the definition, and the input we have received from industry.
Fabric Protectants Definition
In response to concerns raised about the enforceability of the fabric protectant standard, we plan to revise the product category definition to clarify which products are exempt from the consumer products regulation. At the meeting, we will discuss our preliminary ideas for revising the definition, and the input we have received from industry.
