March 30, 1999 Dear Sir or Madam: I am writing to invite you to participate in four consumer products meetings and workshop on Consumer Products Working Group Meeting On Wednesday, April 14, we will begin with the eighth semi-annual Consumer Products Working Group (CPWG) meeting. Staff of the Air Resources Board (ARB) will present updates on the status of the State Implementation Plan and consumer products related activities. Public Workshop on Consumer Product Categories for Mid-term Measures 2, 1999 Regulation and Fabric Protectant Definition On the afternoon of April 14, ARB staff will propose volatile organic compound (VOC) limits for consumer product categories prioritized at the March 18, 1999, workshop. The proposed limits will cover both unregulated and regulated product categories and will be designed to satisfy our lawsuit agreement for the mid-term measures commitment in the State Implementation Plan. We will also be proposing modifications to the fabric protectant definition to make the VOC limit enforceable. Auto Wax and Polish Working Group Following the Consumer Product Categories workshop, the Auto Wax and Polish Working Group will meet. ARB staff will propose hiring a contractor to evaluate and refine the durability test method developed by the Test Methods Subgroup of the Auto Wax and Polish Working Group. Durability is one of six characteristics that may be evaluated in determining whether a higher VOC limit is needed for "premium" auto waxes or polishes. Public Workshop on the Proposed Voluntary Reactivity Regulation for Aerosol Coatings is Canceled Due to the need to use staffing resources towards the Mid-term Measures 2 regulation effort, we are postponing the development of the voluntary reactivity regulation for aerosol coatings. We anticipate maintaining a minimal effort until Fall 1999, recommencing efforts at that time for a year 2000 proposal. The aerosol coating standards are required to be implemented by January 1, 2002. Reactivity Research Advisory Committee (RRAC) Meeting The RRAC is meeting on April 15, 1999, beginning at 8:30 a.m. Possible items covered at the meeting include updates by Dr. William Carter on the projects "Development and Application of Improved Methods for Measurement of Ozone Formation Potentials of Volatile Organic Compounds" and "Uncertainty Analysis of Chamber Data," and by Dr. Albert Censullo on the project "Investigation of Low Reactivity Solvents for Use in Consumer Products."
