On March 18, 1999, staff of the Air Resources Board will be conducting a public workshop on the proposed draft voluntary California Low Emissions and Reactivity (CLEAR) regulation for aerosol coating products. The public workshop will begin at 1:30 p.m. and will be held at the Air Resources Board offices in El Monte, California. (A notice announcing the workshop was sent out on February 16, 1999.)

Enclosed for your review is the draft CLEAR regulation. For clarity, please note that only proposed changes that have occurred since the August 1998 draft regulation are shown in underline and strikeout format. However, all portions of the regulation are available to be discussed at the March 18 public workshop. You should also note that the CLEAR Limits and the maximum incremental reactivity (MIR) values are not shown at this time. This is because the MIR values are currently under review, and we are continuing to assess the methodology to assure equivalency to the adopted limits.

In addition to the draft CLEAR regulation, we will be demonstrating a computer program that calculates product reactivity and indicates whether the product complies with a CLEAR limit. A draft version of the program will be available at the workshop on disk.
