The ARB will hold a workshop to discuss proposed amendments to tables of MIR (reactivity) values for VOCs, at ARB’s Monitoring & Laboratory Division building, 1927 13 Street Sacramento. We have posted the presentation for the August 4th Consumer Products Regulation Amendments Public Workshop. The categories proposed for regulation at the September 2009 Board Hearing include Double Phase Aerosol Air Fresheners, Multi-purpose Solvents, and Paint Thinners.

Consideration of the adoption of the proposed Consumer Products Regulation Amendments has been rescheduled for the September 24 and 25, 2009, Board Hearing. The Consumer Products Regulation Amendments' Initial Statement of Reasons (Staff Report) will be available for public comment on August 7, 2009.

We have posted the Revised Staff Proposal for Consumer Products Regulation Amendments, (which includes revised draft category standards), the draft proposed amendments to the Consumer Products Regulation, (strikeout underline version of the Consumer Products Regulation), Proposed Changes to Method 310, and the workshop presentation. The categories proposed for regulation at the September 2009 Board Hearing include Paint Thinners, Multi-purpose Solvents, and Double Phase Aerosol Air Fresheners. Please use these materials for the April 1, 2009, public workshop.

We have posted the announcement letter for the April 1, 2009, public workshop for the Consumer Products Regulation Amendments.

We have posted the draft staff proposal for category standards and definitions for the Consumer Products Regulation Amendments. The categories proposed for regulation include Paint Thinners, Multi-purpose Solvents, and Double Phase Aerosol Air Fresheners. These items will be discussed in detail at the next Consumer Products Public Workshop which is tentatively scheduled to be held in April. The workshop announcement letter, including teleconference options, will be posted to this website when a date and time are confirmed. The workshop is an opportunity for interested parties to work with ARB staff to take comments on the staff proposal and to address questions regarding the 2009 rulemaking process.
Technical Review Commitment – We intend to commit to perform a technical assessment in mid-2012 to assess manufacturers’ progress towards developing low VOC Thinners and Solvents that utilize ingredients other than acetone. We are also evaluating measures that will address flammability concerns of acetone based products and intend to propose measures to address the potential hazards as a result of the second tier, 3 percent VOC limit for paint thinners.
Reactivity Approach Evaluation – We commit to continue our assessment of a reactivity-based maximum incremental reactivity limits for Thinners and Solvents.
