Verification Procedure - Level 3

Level 3
LEVEL 3 verification is for those technologies achieving at least an 85 percent or greater reduction in particulate matter or less than 0.01 g/bhp-hr emission level. The current verified technologies are listed below. Please read the verification letter(s) below which provide additional information on the applicability of the device for your particular engine. Click on the associated attachment for each system to see a list of engine families for which devices have been approved (engine series names are provided for reference in most cases). For more detailed information or to purchase the device, please contact the device manufacturer directly. New information will be posted as additional systems are verified. Please check periodically for updates. 

The Air Resources Board conditionally verified the Caterpillar Diesel Particulate Filter (DPF) as a Level 3 passively regenerated diesel emission control system for use with rubber-tired off-road equipment powered by certain off-road diesel engines with model years between 1996 and 2008. Approved engines are certified to a particulate matter emission level equal to or less than 0.2 grams per brake horsepower-hour, are rated to at least 175 horsepower and up to 300 horsepower, and are not equipped with exhaust gas recirculation systems. The Caterpillar DPF uses a cordierite wall-flow filter with an upstream diesel oxidation catalyst for regeneration to achieve an 85 percent reduction in emissions of diesel particulate matter. Specific conditions for which the Caterpillar DPF has been approved may be found in the conditional verification letter below.

The Air Resources Board has extended the on-road verification of the Cleaire Horizon Electric Particulate Filter (Horizon). The Horizon is now verified as a Level 3 Plus diesel emission control system for use with most four-stroke on-road diesel engines up through and including the 2006 model year having displacements up to 15 liters. Diesel engines of model year 2006 and 1993 or older with original equipment diesel oxidation catalysts are now included in this verification provided certain conditions are met. The Horizon uses a silicon carbide wall-flow filter with an electric heater for regeneration to achieve an 85 percent reduction in emissions of diesel particulate matter. Specific conditions for which the Horizon has been approved may be found in the Executive Order.

The Horizon uses a silicon carbide wall-flow filter with an electric heater for regeneration to achieve an 85 percent reduction in emissions of diesel particulate matter. Specific conditions for which the Horizon has been approved may be found in the conditional verification letter.

The ARB verified the Cleaire Longview system for specific 1993 through 2006 model year diesel engines used with on-road applications operating on CARB diesel fuel and biodiesel. The system employs a diesel particulate filter to achieve at least 85 percent reduction of PM and a lean NOx catalyst to achieve a 25 percent reduction of NOx. Other conditions of verification that apply to these model years may be found in the verification letters. The most current Executive Orders are provided here. These supercede the previous verification letters and include a list of all the engine families for which the device has been approved.

The Air Resources Board conditionally verified the DCL MINE-X SOOTFILTER as a Level 3 passively regenerated diesel emission control system for use with model year 1996 through 2008 rubber tired off-road diesel engines with a rated power of less than 300 horsepower but not less than 175 horsepower certified to a particulate matter emission level equal to or less than 0.15 grams per brake horsepower-hour, except those equipped with exhaust gas recirculation systems. The MINE-X SOOTFILTER is a catalyzed, 2-stage diesel particulate filter system that achieves an 85 percent reduction in emissions of diesel particulate matter. Specific conditions for which the MINE-X SOOTFILTER has been approved may be found in the conditional verification letter below.

The ARB has verified the Donaldson DPM diesel particulate filter (DPF) muffler system with Series 6300 catalyst formulation for specific 1993 through 2004 model year diesel engines used with on-road applications operating on ultra low sulfur diesel fuel. All of these engines are four-stroke, medium and heavy heavy-duty diesel engines, including turbo-charged, mechanically or electronically injected, and are not equipped with exhaust gas recirculation. The system employs a DPF to achieve at least an 85 percent reduction of diesel particulate matter. The Executive Orders below include restrictions for these verifications. The attachment includes a list of engine families for which the device has been approved.

The ARB has verified Engine Control Systems Combifilter (Combifilter) for 2007 or older model year diesel engines used in off-road applications operating on standard ultra low sulfur diesel fuel or bio-diesel (B20). The Combifilter system employs an actively regenerated uncatalyzed diesel particulate filter to achieve a 85 percent reduction in particulate matter emissions, qualifying it for a Level 3 verification. Specific engine families and conditions for which the Combifilter has been approved may be found in the Executive Order below.

The ARB has verified the HUSS Umwelttechnik FS-MK diesel particulate filter as a Level 3 Plus diesel emission control system for use with most on-road engines through 2006 model year, and off-road diesel engines through the 2007 model year, except those equipped with either diesel oxidation catalysts or exhaust gas recirculation systems. In addition, the HUSS FS-MK filter may also be applied to off-road engines using diesel fuel that contains as much as 20 percent biodiesel. The FS-MK series of filters uses a silicon carbide wall-flow filter with a fuel burner for regeneration to achieve an 85 percent reduction in particulate matter emissions. The ARB has verified the International Truck & Engine Corporation DPX Catalyzed Soot Filter System for 1994 2003 model year, Navistar (International) diesel engines used in on-road applications operating on ultra low sulfur diesel (ULSD) fuel. The DPX Catalyzed Soot Filter System uses a catalyzed diesel particulate filter to achieve a 85 percent reduction in particulate matter emissions qualifying it for an Level 3 verification. Specific engine families and conditions for which the DPX Catalyzed Soot Filter System have been approved may be found in the Executive Order and Attachment posted below.

The Air Resources Board has verified the Johnson Matthey reformulated CRT™ Particulate Filter system for specific 1994 through 2006 model year diesel engines used in on-road applications. All of these engines are four-stroke, turbocharged, and were certified in California to the 0.1 gram per brake horsepower-hour (g/bhp-hr) particulate matter (PM) emission standard when new. The reformulated CRT™ Particulate Filter system employs a catalyst and a wall-flow diesel particulate filter with a back pressure monitor to achieve an 85 percent reduction in particulate matter emissions, qualifying it for Level 3 verification. Specific engine families and conditions for which the reformulated CRT ™ Particulate Filter system has been approved may be found in the Executive Order and attachment below.

The ARB has verified the Johnson Matthey Exhaust Gas Recirculation Technology (EGRT ) for some Cummins, Detroit Diesel, and International engines used in on-road applications. The EGRT uses an exhaust gas recirculation system and a diesel particulate filter to achieve an 85 percent reduction in particulate matter emissions and 40 percent reduction in oxides of nitrogen. Specific conditions for which the EGRT have been approved may be found in the Executive Order and Attachment which are posted below.
