Level 3 verification is for those technologies achieving at least an 85 percent or greater reduction in particulate matter or less than 0.01 g/bhp-hr emission level. The current verified technologies are listed below. Please read the verification letter(s) below which provide additional information on the applicability of the device for your particular engine. Click on the associated attachment for each system to see a list of engine families for which devices have been approved (engine series names are provided for reference in most cases). For more detailed information or to purchase the device, please contact the device manufacturer directly. New information will be posted as additional systems are verified. The Air Resources Board verified the Caterpillar Diesel Particulate Filter as a Level 3 Plus passively regenerated diesel emission control system for use with all off-road equipment powered by certain off-road diesel engines with model years between 1996 and 2008. Approved engines are certified to a particulate matter emission level equal to or less than 0.2 grams per brake horsepower-hour, are rated to 175 horsepower through 600 horsepower, and are not equipped with exhaust gas recirculation systems. Specific conditions for which the Caterpillar DPF has been approved may be found in the Executive Order below.
Cleaire Horizon
The Air Resources Board has extended the on-road verification of the Cleaire Horizon Electric Particulate Filter (Horizon). The Horizon is now verified as a Level 3 Plus diesel emission control system for use with most four-stroke on-road diesel engines up through and including the 2006 model year having displacements up to 15 liters. Diesel engines of model year 2006 and 1993 or older with original equipment diesel oxidation catalysts are now included in this verification provided certain conditions are met. The Horizon uses a silicon carbide wall-flow filter with an electric heater for regeneration to achieve an 85 percent reduction in emissions of diesel particulate matter. Specific conditions for which the Horizon has been approved may be found in the Executive Order.
The Air Resources Board conditionally verified the Cleaire Horizon Electric Particulate Filter for use with all off-road diesel engines through the 2007 model year certified to a particulate matter emission level equal to or less than 0.4 grams per brake horsepower-hour having displacements up to 15 liters, except those equipped with either diesel oxidation catalysts or exhaust gas recirculation systems. The Horizon uses a silicon carbide wall-flow filter with an electric heater for regeneration to achieve an 85 percent reduction in emissions of diesel particulate matter. Specific conditions for which the Horizon has been approved may be found in the conditional verification letter.
Cleaire Lonestar
The Air Resources Board has conditionally verified the Cleaire Lonestar diesel retrofit system for certain 1996 through 2009 model year diesel engines in rubber-tired off-road vehicles. The Lonestar reduces emissions of diesel particulate matter by at least 85 percent and is designated as a Level 3 plus system. The Lonestar also reduces emissions of oxides of nitrogen (NOx) by 40 percent. The primary components of the Lonestar include a catalyzed silicon carbide wall-flow filter and a lean NOx catalyst. The Lonestar system is compatible with off-road vehicles using diesel fuel that contains up to 20 percent biodiesel. Specific conditions for which the Lonestar system has been approved may be found in the conditional verification letter below.
Cleaire Longview
The Air Resources Board has verified the reformulated Cleaire Longview diesel retrofit system for certain 1993 through 2006 model year heavy-duty diesel engines in on-road vehicles. The Longview reduces emissions of diesel particulate matter by at least 85 percent and now complies with the 2009 limit on emissions of nitrogen dioxide. As such, it is designated as a Level 3 Plus system. The Longview also reduces emissions of oxides of nitrogen (NOx) by 25 percent. The primary components of the Longview include a catalyzed silicon carbide wall-flow filter and a lean NOx catalyst. The Longview system is compatible with on-road vehicles using diesel fuel that contains up to 20 percent biodiesel. Specific conditions for which the Longview system has been approved may be found in the Executive Orders below.
Cleaire Phoenix
The Air Resources Board has conditionally verified the Cleaire Phoenix diesel retrofit system for certain 1996 through 2009 model year diesel engines in rubber-tired off-road vehicles. An on-road certified engine used in rubber-tired off-road vehicles is also included the verification. The Phoenix reduces emissions of diesel particulate matter by at least 85 percent and is designated as a Level 3 plus system. The primary components of the actively regenerated Phoenix system include a silicon carbide wall-flow filter, an exhaust flow conditioner, a diesel-fueled burner assembly, and a system controller. The Phoenix system is compatible with off-road vehicles using diesel fuel that contains up to 20 percent biodiesel. Specific conditions for which the Phoenix system has been approved may be found in the conditional verification letter below.
Cleaire Vista
The Air Resources Board has verified the Cleaire Vista diesel retrofit system for certain 1993 through 2006 model year heavy-duty diesel engines used in on-road vehicles. The Vista system reduces emissions of diesel particulate matter by at least 85 percent and is designated as a Level 3 plus system. The primary components of the actively regenerated Vista system include a silicon carbide wall-flow filter, an exhaust flow conditioner, a diesel-fueled burner assembly, and a system controller. The Vista system is compatible with on-road vehicles using diesel fuel that contains up to 20 percent biodiesel. Specific conditions for which the Vista system has been approved may be found in the Executive Order below.
DCL MINE-X Sootfilter
The Air Resources Board conditionally verified the DCL MINE-X SOOTFILTER as a Level 3 passively regenerated diesel emission control system for use with model year 1996 through 2008 rubber tired off-road diesel engines with a rated power of less than 300 horsepower but not less than 175 horsepower certified to a particulate matter emission level equal to or less than 0.15 grams per brake horsepower-hour, except those equipped with exhaust gas recirculation systems. The MINE-X SOOTFILTER is a catalyzed, 2-stage diesel particulate filter system that achieves an 85 percent reduction in emissions of diesel particulate matter. Specific conditions for which the MINE-X SOOTFILTER has been approved may be found in the conditional verification letter below.
Dinex DiSiC
The California Air Resources Board (ARB) has verified the Dinex DiSiC (Level 3 Plus) diesel particulate filter, which can be used to comply with the Ultra-Low Emission Transport Refrigeration Unit (ULETRU) In-Use Performance Standards on most trailer TRUs using 1999 through 2005 model year engines. The Dinex DiSiC consists of a catalyzed silicon carbide filter substrate in a filter assembly module, inlet, outlet, exhaust tubes, flexible parts, mounting brackets, and insulation. An electronic monitoring system measures and logs exhaust temperature, backpressure, and alarms. The warning system includes a series of LED lights to provide backpressure warning for filter cleaning. TRU owners should read about the specific conditions for which the DiSiC has been approved in the Executive Order (EO). Specific engine models and families that apply are listed in the EO’s attachment below.
Donaldson LNF
The Air Resources Board has verified the Donaldson Low NO 2 (LNF) System for specific 1993 through 2003 model year diesel engines used in on-road applications. All of these engines are four-stroke, turbocharged, and were certified in California to the 0.1 gram per brake horsepower-hour (g/bhp-hr) particulate matter (PM) emission standard when new. The LNF System employs a catalyzed pre-filter and a catalyzed diesel particulate filter with a back pressure monitor to achieve an 85 percent reduction in particulate matter emissions, qualifying it for Level 3 plus verification. Specific engine families and conditions for which the LNF System has been approved may be found in the Executive Order and attachment below.
Donaldson SEF
The Air Resources Board has verified the Donaldson Semi-Active Electric Filter (SEF) Muffler System for specific 1991 through 2006 model year diesel engines used in on-road applications. All of these engines are four-stroke, turbocharged or naturally aspirated, and were certified in California to the 0.25 gram per brake horsepower-hour (g/bhp-hr) particulate matter (PM) emission standard when new. The SEF Muffler System employs a diesel oxidation catalyst, heating element and an uncatalyzed diesel particulate filter with a back pressure monitor to achieve an 85 percent reduction in particulate matter emissions, qualifying it for Level 3 plus verification. Specific engine families and conditions for which the SEF Muffler System has been approved may be found in the Executive Order and attachment below.
Engine Control Systems Combifilter
The ARB has verified Engine Control Systems Combifilter for 2007 or older model year diesel engines used in off-road applications operating on standard ultra low sulfur diesel fuel or bio-diesel (B20). The Combifilter system employs an actively regenerated uncatalyzed diesel particulate filter to achieve a 85 percent reduction in particulate matter emissions, qualifying it for a Level 3 verification. Specific engine families and conditions for which the Combifilter has been approved may be found in the Executive Order below.
Engine Control Systems Purifilter L
The ARB has verified the Engine Control Systems Purifilter for specific 1994 through 2004 model year diesel engines used with on-road applications operating on CARB diesel or biodiesel (B20). All of these engines are four-stroke, medium and heavy heavy-duty diesel engines, including turbo-charged or naturally aspirated, mechanically or electronically injected, and are not equipped with exhaust gas recirculation. The Executive Orders include restrictions for these verifications and a list of applications and engine families for which the device has been approved and can be found here.
Engine Control Systems Purifilter H
The ARB has verified the Engine Control Systems Purifilter for specific 1993 through 2006 model year California certified diesel engines, and specific 1994-2006 model year Federal certified diesel engines, used with on-road applications operating on CARB diesel or biodiesel (B20). All of these engines are four-stroke, medium and heavy heavy-duty diesel engines, including turbo-charged or naturally aspirated, mechanically or electronically injected, and are not equipped with exhaust gas recirculation. The Executive Orders include restrictions for these verifications and a list of applications and engine families for which the device has been approved and can be found here.
The ARB has conditionally verified the Engine Control Systems Purifilter for equipment powered by certain off-road diesel engines with model years between 1996 and 2008. Approved engines are certified to a particulate matter emission level equal to or less than 0.2 grams per brake horsepower-hour, are rated to at least 50 horsepower and at most 750 horsepower, and are not equipped with exhaust gas recirculation systems..
Engine Control Systems Purifilter Plus
The Air Resources Board verified Engine Control Systems’ Purifilter Plus TM as a Level 3 Plus passively and actively regenerated diesel emission control system for use with certain on-road vehicles with model years between 1993 and 2006. Approved engines are certified or equivalent to a particulate matter emission level equal to or less than 0.1 grams per brake horsepower-hour, and are not equipped with exhaust gas recirculation systems. Purifilter Plus TM uses a catalyzed silicon carbide wall-flow filter for passive regeneration and electric heating elements for active regeneration. It achieves an 85 percent reduction in emissions of diesel particulate matter. Specific conditions for which Purifilter Plus TM has been approved may be found in the executive order below.
ESW Canada
The Air Resources Board has verified ESW Canada’s ThermaCat TM diesel retrofit system for certain 1996 through 2009 model year heavy-duty diesel engines used in off-road vehicles. The ThermaCat TM system reduces emissions of diesel particulate matter by at least 85 percent and is designated as a Level 3 plus system. The primary components of the actively regenerated ThermaCat™ system include a silicon carbide wall-flow filter, a diesel oxidation catalyst and a system controller. The ThermaCat TM system is compatible with off-road vehicles using diesel fuel that contains up to 20 percent biodiesel. Specific conditions for which the ThermaCat TM system has been approved may be found in the Executive Order below.
HUSS
The ARB has verified the HUSS Umwelttechnik FS-MK diesel particulate filter as a Level 3 Plus diesel emission control system for use with most on-road engines through 2006 model year, and off-road diesel engines through the 2008 model year, except those equipped with either diesel oxidation catalysts or exhaust gas recirculation systems. In addition, the HUSS FS-MK filter may also be applied to off-road engines using diesel fuel that contains as much as 20 percent biodiesel. The FS-MK series of filters uses a silicon carbide wall-flow filter with a fuel burner for regeneration to achieve an 85 percent reduction in particulate matter emissions. Specific conditions for which the FS-MK has been approved may be found in the Executive Orders.
Johnson Matthey ACCRT
The Air Resources Board has verified the Johnson Matthey Advanced Catalyzed Continuously Regenerating Technology (ACCRT) system for select 2002 through 2006 model year heavy-duty diesel engines used in on-road applications. The ACCRT system reduces emissions of diesel particulate matter by at least 85 percent and is designated as a Level 3 Plus system. The primary components of the ACCRT include a diesel oxidation catalyst, a catalyzed diesel particulate filter, a diesel fuel injection system, a nitrogen dioxide decomposition catalyst, and a back pressure monitor. Specific engine families and conditions for which the ACCRT system has been approved may be found in the Executive Order below.
Johnson Matthey CRT The Air Resources Board has verified the Johnson Matthey reformulated CRT™ Particulate Filter system for specific 1994 through 2006 model year diesel engines used in on-road applications. All of these engines are four-stroke, turbocharged, and were certified in California to the 0.1 gram per brake horsepower-hour (g/bhp-hr) particulate matter (PM) emission standard when new. The reformulated CRT™ Particulate Filter system employs a catalyst and a wall-flow diesel particulate filter with a back pressure monitor to achieve an 85 percent reduction in particulate matter emissions, qualifying it for Level 3 “Plus” verification. Specific engine families and conditions for which the reformulated CRT ™ Particulate Filter system has been approved may be found in the Executive Order and attachment below.
Johnson Matthey EGRT
The ARB has verified the Johnson Matthey Exhaust Gas Recirculation Technology (EGRT) for some Cummins, Detroit Diesel, and International engines used in on-road applications. The EGRT uses an exhaust gas recirculation system and a diesel particulate filter to achieve an 85 percent reduction in particulate matter emissions and 40 percent reduction in oxides of nitrogen. Specific conditions for which the EGRT have been approved may be found in the Executive Order and Attachment which are posted below.
SK Energy The Air Resources Board has verified the SK Energy Econix DPF-A diesel retrofit system for certain 1994 through 2006 model year heavy-duty diesel engines used in on-road vehicles. The Econix DPF-A system reduces emissions of diesel particulate matter by at least 85 percent and is designated as a Level 3 plus system. The primary components of the actively regenerated Econix DPF-A system include a metal mesh wall-flow filter, a diesel-fueled burner assembly, and a system controller. Specific conditions for which the Econix DPF-A system has been approved may be found in the Executive Order below.
Teleflex
The Air Resources Board conditionally verified Teleflex’s Clear Sky DPF as a Level 3 plus active regenerated diesel emission control system for use with the Comfort Pro APU, powered by select Kubota Z482 diesel engines with model years between 2005 and 2008. Teleflex’s Clear Sky DPF uses a silicon carbide wall-flow filter with a heating element for regeneration to achieve an 85 percent reduction in emissions of diesel particulate matter and is compliant with ARB’s 2009 nitrogen dioxide standard. Specific conditions for which Teleflex’s Clear Sky DPF have been approved are found in the conditional verification letter below.
Thermo King
The Air Resources Board (ARB) conditionally verified Thermo King’s eDPF as a Level 3 Plus active regenerated diesel emission control system for use with the TriPac APU equipment powered by select Yanmar TK270M diesel engines with model years between 2006 and 2009. Thermo King’s eDPF uses a silicon carbide wall-flow filter with a heating element for regeneration to achieve an 85 percent reduction in emissions of diesel particulate matter.
