RULE 415 - ATTAINMENT POLLUTANT INCREMENT CONSUMPTION

Every two years, the Air Pollution Control Officer shall estimate emissions from all sources in the District, and
utilize available information on emissions from upwind Air Pollution Control Districts to calculate the portion
of each increment specified in Rule 413 having been consumed, provided the necessary computer resources
are provided by the Air Resources Board or others. The Air Pollution Control Officer shall estimate the difference
between actual emissions, averaged over the two year period prior to the date of calculation, or other reasonable
period as determined by the Air Pollution Control Officer and maximum allowable emissions for each source operating
under Permits to operate prior to January 1, 1981, and shall reserve that difference, and its attendant increment
portion for use by the permitted source.
