BP West Coast Products LLC Case Settles for $15,000

In November 2011, BP paid $15,000 in penalties for the sale, offer for sale, supply, or offer for supply of regular grade CARBOB in violation of California reformulated gasoline regulations. On December 3, 2009, BP failed to submit "final" notification to the Executive Officer providing the precise date, time, and location when California motor fiel is transferred from the marine vessel to the California facility as a condition of the protocol entered with ARB. BP submitted a "Final Import Notification" on December 1, 2009 for the marine vessel "Overseas Los Angeles" with a 0300 hrs start of transfer time. Review of log sheets at the Long Beach Terminal 2 indicated that the "Overseas Los Angeles" arrived on December 3, 2009 with a start of transfer time of 2122 hrs substantially later than the time reported.
