In 2006, SEI Chemical, Inc. manufactured for sale, sold or supplied non-complying anti-graffiti “Anti-Stick” coatings (GPA-200) in four air districts that did not comply with 250 grams VOC per liter of coating limits. In addition, they also sold or supplied non-complying anti-graffiti “Solvent-based” coatings (GPC-101) in three air districts that also did not comply with the same limits. This case was forwarded to the Office of Legal Affairs for resolutions and later combined with a case involving a violation of the Consumer Products regulations. The combined cases were settled on December 14, 2010 under a payment schedule which totaled $14,000. The coatings portion of the penalty was $8,000.
