June 1 and July 1, 1998 were the kick-off dates for two
ARB Enforcement Programs to control excessive smoke emissions from
heavy-duty diesel trucks and buses. On June 1 the ARB resumed the
Heavy-Duty Vehicle Inspection Program where teams of ARB staff inspect
trucks and buses for excessive smoke. The inspections take place at
border crossings, CHP scales and other locations that do not hinder
traffic flow. Trucks and buses with excessive smoke emissions
are subject to penalties starting at $300. On July 1, the Periodic
Smoke Inspection Program, where trucking fleet operators were required
to self-inspect their trucks and repair those with excessive smoke
emissions, began. The ARB held free educational seminars at trucking
fleets to help truck owners prepare for the new programs.
