Enclosed is the Final Meeting Summary for the Phase 2
Reformulated Gasoline (RFG) Transition Subcommittee Meeting held
on October 5, 1994. Also enclosed, as attachments, are the
materials which were distributed and discussed during the
meeting. A draft version of the summary was provided to the
Transition Subcommittee Members for their review and comment one
week prior to the November 16, 1994 Transition Subcommittee
meeting. Because there were no comments received either prior to
or during this last meeting the draft is finalized as proposed.

I. Introduction
The Phase 2 Reformulated Gasoline Transition Subcommittee
held a meeting on October 5, 1994 in Sacramento at 2020 L
Street, from 8:30 am to 10:30 am.
The key issues discussed include:
o RFG Balance
o CEC/ARB Joint RFG Survey
o Confidentiality and Antitrust Issues

II. California RFG Balance
Mr. Gordon Schremp, of the California Energy Commission
(CEC), made a presentation summarizing their draft white
paper entitled "California RFG Balance" (attached). The
draft paper addresses estimated demand, estimated supply,
and reserve supply capacities. The presentation was
followed by a brief discussion, with various subcommittee
members asking questions regarding points of clarification.
As a result, Mr. Schremp will be clarifying and correcting
portions of the white paper.

III. CEC/ARB Joint RFG Survey
On March 1, 1994, the initial CEC/ARB Joint RFG Survey was
mailed to all refineries in California (attached). An
accurate estimate of future supply depends on obtaining the
completed surveys from all potential suppliers. Not all
refineries, however, have

completed and returned the survey forms distributed in
March. Several subcommittee members suggested that the lack
of response was partially because the survey did not contain
a due date.
Subcommittee members also questioned whether the existing
survey form would elicit the information needed for a
comprehensive evaluation of California's future RFG balance.
Suggestions were made on modifications which would improve
the overall effectiveness of the survey.
As a result of these discussions, the CEC will modify the
survey form and redistribute it with clarified instructions
and a due date identified.

III. Confidentiality and Antitrust Issues
A draft set of general principals regarding (1) information
designated confidential and (2) antitrust considerations was
distributed at the beginning of the meeting to all
subcommittee members present (attached). After the mid-
meeting break the subcommittee discussion leader solicited
comments on this item, however, received none.
