| Comment | The Community Environmental Council has been very engaged in the SB 375 target setting process, particularly in Southern California. We support staff's recommendations, but reiterate our previous comments that no region should be allowed to increase per capita emissions. Both AMBAG and SBCAG boards have decided to reject ARB staff recommendations allowing them to increase emissions, and have instead voted for 0% and -5% targets.
