I am writing to support the original recommended placeholder
targets of 5% and 10% for the San Joaquin Valley. As you know, the
Valley suffers from some of the worst air quality in the nation.
Without aggressive and attainable reduction targets, valley
residents will continue to breath pollution and get sick. 

The concerns of municipal planners are understood, and while
realistic targets are needed, the spirit is that these be such that
require significant effort as opposed to easy to achieve. Ambitious
targets will help spur innovation, protect farmland from urban
sprawl, reduce municipal costs associated with growth and help make
public transit more profitable. The goal is to change the current
situation and not simply maintain the status quo.

It is with the emphasis on change that I urge the board to adopt
the staff recommended targets for the San Joaquin Valley.
