Comment | Re: Amending the San Joaquin Valley Ozone SIP with enforceable pollution control measures that will result in attainment of ozone standards by 2017. To Chair Nichols and members of the California Air Resources Board: Air pollution in the San Joaquin Valley is doing intolerable damage to our health and our economy. Air pollution harms children’s lungs for life. The situation is critical and demands immediate, aggressive action from CARB. As a resident of the San Joaquin Valley I request that you do everything in your power to clean the ozone pollution as soon as possible, including at a minimum: • Improve the Valley’s Ozone SIP by using your authority to amend it yourself. Include all of the best available and upcoming technology for reducing ozone-forming emissions. Do not simply make suggestions to the Valley Air District and expect them to make the improvements. The Air District had its chance to prepare an effective plan but chose instead to ignore the pollution control measures which you consider worth adding to the plan. • Make the additional pollution control measures enforceable under the law of the Federal Clean Air Act by adding them to the SIP as amendments. This will ensure that the Valley Air District can be held accountable for carrying out the new control measures. • Do not submit the Valley’s Ozone Plan to the EPA until you have corrected the significant mistakes in the “emissions inventory” that is used in the Plan. This will allow you to demonstrate that the added pollution control measures are enough to move the clean air attainment date up from 2024 to 2017. • Move the legal clean air attainment date up to 2017.
