Commissioners: 

Please consider this submission to RESCIND California's so-called
CAP and TRADE regulations.  There is no "isolation bubble" in the
atmosphere and air-space on the borders of our state that contains
the air.  Paying more for utility service and fuel will further
suppress our state's ability to grow economically.  Further
regulation by the state have already moved businesses out of
California.  Placing the burden of raising revenue solely on the
backs of state residents and businesses will destroy the ability
for the state to return to its former greatness as the seventh
largest economy in the world.
