Please do not weigh down the California economy any further with
the adoption of this cap-and-trade scheme.  The theory of global
warming is NOT settled science.  Temperature data is inconclusive. 
Even if the earth is warming at the present time, its cause is not
directly attributable to human activity.  Sunspots, volcanic
activity, and other possible causes must also be considered.  Even
if we could prove man's activity is the cause, it might be welcome
news to those who live in cold climates.  Water vapor, due to its
thermal and optical properties, is even more of a greenhouse gas
than carbon dioxide, which would increase in concentration if we
switched to hydrogen-burning engines.  In any case, throwing people
out of work, which happens any time taxes or regulations are
increased, is not the answer.
