First thank you for having the vision to accept global warming as
fact, not fiction. Second, please require that polluters to  pay
and not get credit for not polluting. There are too many factors
such as health costs, soil and water pollution, use of water that
CA is short of to begin with, et al. We need a cleaner economy
along with clean energy now, or future generations will not be able
to rectify the damage done in today's world. 

This is the 21st century, we cannot solve our problems with 19th or
20th solutions.
