I am glad you are taking global warming seriously.  It is a source
of pride when California is the leader in innovative new approaches
to environmental problems.  It is also nice to hear "As California
goes, so goes the nation"  even if the nation is frequently much
slower than we are.
Setting declining limits on the emissions that can be released is a
great idea.  It does seem that auctioning emission permits off
could be a great source of income to help the state convert to
cleaner sources of energy, with public transit, and with increasing
the energy efficiency of homes and businesses.  That way polluters
know exactly how much their dirty habits are costing them, and they
are paying for the costs of alleviating the damage their emissions
causes.
