I am proud and pleased that state officials as well as the voters
of this state are taking global warming pollution seriously.  We
can all look forward to the creation of green jobs and a healthier
and more prosperous living environment.  Establishing a market
price on carbon emissions in addition to creating more renewable
energy, energy efficiency and cleaner transportation standards is
laudable.  

I am pleased that the limit will decline each year and a steady
price signal will help businesses make long-term investments toward
reduction of global warming emissions.

However I recommend that no permits be given away to the larger
polluters for free.  If they are forced to pay for their permits we
can reinvest the funds into ways to help Californians transition to
a cleaner economy.
