First, I'd like to thank you for taking the Proposed California Cap

Regulation, Including Compliance Offset Protocols as far as you
have - good work in the face of corporate power!

Second, I'd recommend that the state’s largest polluters pay for
their global warming emissions instead of giving permits away for
free. The more they pay, the sooner they'll reduce emissions -
that's capitalism and human nature. Business can do this, but like
a horse, you have to lead them.
