Thank you, CARB, for taking global warming seriously and developing
a plan to reduce global warming pollution.  Thank you also for
creating jobs and making California a healthier and more prosperous
place to live.  I love living in San Marcos (San Diego County) and
am trying to reduce my "global footprint" by driving to 3 or 4
locations on the same day, recycling paper, plastics and aluminum,
and using organic cleaners in my home.

Setting a limit that declines each year, setting a minimum price on
carbon pollution; these are the kind of strong laws that I 
support.

In your proposed program I also support establishing a market price
on gross polluters' emissions.  In addition, I recommend that the
program be strengthened by requiring more of the state’s largest
polluters to pay for their global warming emissions instead of
giving permits away for free or indeed having "permits" available
at all.  

I believe that forcing polluters to pay for the emissions they
generate, we can then have more funds available to transition to a
cleaner economy, help lower energy costs for Californians—such as
making homes and businesses more energy efficient, increasing
public transit options, and developing wind and solar projects in
California. 

Again, thank you for the work you have done on this proposal and
please make it even stronger.
